What is Dholera SIR?

Dholera SIR is a greenfield industrial smart city being built in Ahmedabad district, Gujarat, about 100 km south-west of Ahmedabad. DURABLE

It is the flagship node of the Delhi Mumbai Industrial Corridor (DMIC) and is built under the Gujarat Special Investment Region Act, 2009. Where is Dholera located?

How big is Dholera?

Dholera SIR spans about 920 sq km of planned area (~360 sq mi). DURABLE Of that, roughly 580 sq km is developable and about 422 sq km is set for urban development; about one-third of the developable land sits in the Coastal Regulation Zone. REPORTED

The build is phased over about 30 years. The often-quoted comparison to being several times the size of a large city refers to this 920 sq km planning envelope, not built-up area.

What is the Activation Area?

The Activation Area is the roughly 22.5 sq km phase-1 plug-and-play zone inside Town Planning Scheme 2, where the trunk infrastructure was built first. DURABLE The NICDC ledger reports its trunk infrastructure works as complete. REPORTED It is about 4.25% of the developable land. An older 2020 target of about 120,000 residents and 80,000 jobs for this zone has lapsed.

Who owns and runs Dholera?

Planning and land are handled by DSIRDA (the statutory authority). The city itself is built by DICDL, Dholera Industrial City Development Ltd, a special purpose vehicle incorporated on 28 January 2016. DURABLE

DICDL is owned 51% by the Gujarat government (via DSIRDA) and 49% by the Centre (via the NICDC Trust), which gives the project dual-government backing. DURABLE NICDC, the National Industrial Corridor Development Corporation, is the central nodal agency.

Why is Dholera famous?

Dholera is India's flagship greenfield industrial smart city and the largest node of the Delhi Mumbai Industrial Corridor. There are documented, dated anchors on the ground. The Tata semiconductor fab (Rs 91,000 cr) is under construction and reported past the halfway mark. REPORTED About 300 MW of solar is commissioned. Being honest about the other side: timelines here have slipped repeatedly, land acquisition was litigated, and most of the 920 sq km is still to be built. So it is neither vaporware nor finished; it is an early-stage build with real, sourced anchors.

How far is Dholera from Ahmedabad?

How many villages make up Dholera SIR?

Dholera SIR was formed from 22 villages of Dholera taluka. DURABLE A full verified list of the 22 named villages is not reliably sourced: the list that circulates online is internally inconsistent and even includes villages that sit in other districts, so we publish the count only and do not print an unverified list of names.

Is the Dholera airport ready or open?

Dholera International Airport is not open yet. As of July 2026 it is reported about 80% complete after a review by the Union Civil Aviation Minister, with commercial operations targeted for September-October 2026. TARGET

Be careful with the opening date: the airport has a single runway (3,200 m, Code 4E) and its opening has slipped repeatedly since around 2010, so we present the date as a target, never as achieved. The earlier December 2025 target was missed.

Is the Ahmedabad-Dholera Expressway open?

Yes. The 109 km greenfield access-controlled Ahmedabad-Dholera Expressway is reported inaugurated by the Prime Minister on 31 March 2026 and operational. REPORTED It is built by NHAI with a 120 km/h design speed.

Travel time from Ahmedabad is reported cut to roughly 40 minutes to 1 hour. REPORTED Lane count is reported inconsistently (NICDC's ledger says 6-lane; earlier sources say 4-lane expandable to 8), so we label it as reported, verify as-built. Construction cost is cited as about Rs 3,196 cr, or about Rs 4,373 cr including land.

What about rail connectivity to Dholera?

The Ahmedabad (Sarkhej) to Dholera semi-high-speed rail was approved by the CCEA and confirmed via a PIB release on 13 May 2026. Cost is about Rs 20,667 cr for a roughly 134 km double line, described as India's first semi-high-speed rail using indigenous technology, completion targeted up to 2030-31. TARGET

It is planned to connect Ahmedabad, Dholera SIR, the upcoming Dholera airport and the Lothal heritage complex. The often-quoted 220 km/h speed and 45-48 minute journey are press figures; the official PIB release states the cost, length and timeline, not a speed. REPORTED

How fast will the Dholera train be?

What is the Tata semiconductor fab in Dholera?

It is India's first major commercial semiconductor fab, built by Tata Electronics with Taiwan's PSMC as technology partner (entity: Tata Semiconductor Manufacturing Pvt Ltd). The Union Cabinet approved it on 29 February 2024 under the India Semiconductor Mission. DURABLE

Investment is Rs 91,000 cr (about US$11B), capacity up to 50,000 wafers per month on 300mm wafers, at mature and specialty nodes (28/40/55/90/110 nm), making products like power-management ICs, display drivers and microcontrollers. DURABLE It is under construction; no chip has been confirmed produced yet.

When will the Dholera fab produce its first chip?

First (trial) silicon is targeted around late 2026 (about December 2026), a target repeatedly cited by the IT Minister and Tata Electronics leadership. TARGET No source confirms a chip has actually been produced.

The first chips will be at a mature node (90nm, then 55nm), with 28nm to follow, not 28nm first. REPORTED Commercial-scale production is reported pushed to about mid-2028. What is the Tata-ASML partnership?

Tata Electronics announced a strategic lithography partnership with ASML (a global lithography leader) for the 300mm Dholera fab, reported around 17 May 2026 and confirmed on Tata Electronics' own press page. How much solar power is there in Dholera?

The safest, official position: about 300 MW is commissioned and operational (Tata Power's 300 MW plant), 1,000 MW is sanctioned as Phase-I, and 5,000 MW (5 GW) is the ultimate target by around 2030. TARGET

The NICDC ledger and the CEA quarterly both confirm 300 of 1,000 MW commissioned, with 700 MW under development targeted March 2027 (developers include Tata Power, ReNew, SJVN, Vena, TEQ Green; agency GPCL). Is Dholera becoming a data centre hub?

Gujarat launched the Viksit Gujarat Data Centre Policy 2026-29 on 9 July 2026, targeting over Rs 6 lakh cr investment and 7.5 GW of data-centre capacity state-wide, with Dholera named the primary location. TARGET

Important: the Rs 6 lakh cr and 7.5 GW are a state-wide target, not capital committed to Dholera. The concrete, confirmed Dholera data-centre step so far is the L&T-Vyoma agreement.

How many jobs will Dholera create?

Dholera's official target is more than 8,00,000 (800,000) jobs at full development, stated on the Gujarat government site. TARGET This is a full-build target, not current employment.

How much has been invested in Dholera?

Use the grounded figure: over Rs 1.5 lakh crore of confirmed private investment across the wider Dholera/NICDC pipeline, with named anchors like the Tata fab (Rs 91,000 cr), NX Logistics (~Rs 86 cr) and Toyota (>Rs 1,700 cr across nodes). REPORTED Say Dholera/NICDC pipeline, not Dholera alone, since it may blend nodes.

For the Activation Area specifically, the government released Rs 2,784.83 cr in five infrastructure packages with matching equity, and transferred 48.31 sq km to DICDL. REPORTED The older broker headline of about Rs 2.5 lakh cr is retired as unverified.

Can I buy a plot in Dholera?

Yes, you can buy in RERA-registered projects inside the SIR. Before paying, always confirm the GUJRERA registration number, the N.A. (Non-Agricultural) status, DSIRDA layout approval and a clear title. DURABLE

How do I verify a Dholera RERA registration?

Go to gujrera.gujarat.gov.in, open Registered Projects, filter District = Ahmedabad and taluka = Dhandhuka (some newer ones tag Dholera/DSIRDA), and search the project or promoter name. DURABLE

Check the sanctioned layout, FSI, validity and expiry, and confirm your brochure's plot numbers match. A blanket 'RERA approved' is not a number: get the actual registration number and verify it live before any payment.

What is N.A. status and why does it matter?

N.A. means Non-Agricultural status. Agricultural land must be converted to Non-Agricultural before legal construction. Land inside an approved TP scheme is treated as N.A. by Gujarat rule. DURABLE A common red flag is agricultural land marketed as being in the SIR without N.A. status, so always confirm N.A. before buying.

What are the stamp duty and registration charges in Dholera?

In Gujarat, effective stamp duty is about 4.9% (3.5% basic + 1.4% surcharge) plus 1% registration. DURABLE A registration-fee waiver for property in a woman's sole name is documented; a separate '1% stamp-duty concession for women' claim is not reliably corroborated, so treat that one as unverified.

How are plots measured in Dholera, and what are the conversions?

Plots are quoted in square feet, square yard, bigha or acre. Safe conversions: 1 acre = 4,840 sq yd = 43,560 sq ft; 1 sq yd = 9 sq ft. DURABLE

1 bigha in Gujarat is commonly about 2,500 sq yd (roughly half an acre), but bigha is not standardised and varies by region, so always confirm the local bigha before relying on it. DURABLE

What is the price of a plot in Dholera?

There is no official or guaranteed price, so we can only share an indicative broker-quoted range, clearly unverified. In 2026, residential plots are commonly quoted around Rs 6,000 to 12,000 per square yard (roughly Rs 650 to 1,350 per sq ft), varying widely by TP scheme, road width and proximity to the Activation Area, expressway and airport. Has Dholera been delayed?

Yes, delays are documented and we do not hide them. The DMIC was announced around 2009, land transfers ran 2011-15, then the Gujarat High Court stayed the SIR land acquisition in 2015 after farmer petitions, and a 2017 report found only about 290 of 900+ sq km then secured. REPORTED Business Standard called the DMIC 'a tale of abandonments and delays' in 2017.

The counter to 'nothing is happening' is equally real: the Tata fab is under construction, ~300 MW solar is operational, and the expressway and Activation-Area trunk infrastructure are reported done. Both things are true at once.

What are the risks with Dholera?

The honest risk list: timelines slip (airport, fab and rail dates are targets, not guarantees); most of the 920 sq km is still unbuilt; land acquisition was litigated; water is a real constraint (current desalination ~20 MLD); and the market is full of broker claims, unverified prices and 'assured return' pitches that are not backed by any government source. What is Lothal and how far is it from Dholera?

Lothal is an Indus Valley (Harappan) site with what the ASI calls the world's earliest known dock, in the same Ahmedabad district, commonly cited about 36 km from Dholera (approximate). Has Dholera produced a semiconductor chip yet?

What happened to the Vedanta-Foxconn Dholera fab?

Vedanta and Foxconn signed an MoU with Gujarat in September 2022, widely cited at about US$19.5B. Foxconn withdrew on 10 July 2023 and that project never built anything. DURABLE The US$19.5B was a joint-venture project value, not committed capital.

A separate solo Vedanta Dholera fab claim (reported around Rs 1.54 lakh cr, first chip ~2027) is an announced or restructured claim, not a confirmed build. The bankable, breaking-ground fab in Dholera is the Tata + PSMC one.
